The Humane Society of Ventura County is dedicated to the protection of animals. While education is one of the primary tools our humane officers use to accomplish this goal, we will not hesitate to seek the prosecution of those found abusing or neglecting animals.

Anyone witnessing an act of animal abuse is encouraged to call their local police immediately. After filing a report with your local police, contact our humane officers by calling 805-646-6505 or 656-5031.

The Humane Society of Ventura County is currently seeking information that will lead to the arrest and conviction of the person or persons responsible for the incidents listed below. If you have any information about the cases profiled here, please contact the Shelter immediately. All calls will be held in the strictest of confidence.

Tethering a dog for more than three hours in any twenty-four hour period. Pet owners may not fasten, chain, tie, or restrain their dog to a tree, dog house, or any other stationary object for more than three hours a day. Exceptions to the law regarding tethering are: A person may attach a dog to a running line, pulley, or a trolley system. When camping or in a recreational area, such as a park or at the beach. Law enforcement may issue a warning to a person who violates this law. If the person continues to violate the law, the person could be charged with an infraction or a misdemeanor. The infraction is punishable upon conviction by a fine of up to $250 dollars for every dog. If a person is charged with a misdemeanor, the person can be charged upon conviction with a fine of $1,000 dollars for each dog and/or six months imprisonment in county jail or both.

Persons that leave or confine an animal in any unattended motor vehicle under conditions that endanger the health or well-being of an animal.

Permitting an injured animal to go without veterinary care.

You can use the form below to report on-going neglect, but for serious abuse cases or when you feel an animal’s life is in danger, contact your local police immediately, then notify our investigators by phone at (805) 656-5031 or 646-6505. All information is kept confidential.

The Humane Society does not investigate barking dog complaints, loose or vicious dogs or too many animals (unless this constitutes a health risk for the animals). For these types of complaints, contact the Ventura County Department of Animal Regulation at (805) 388-4341.
